Contrary to what Walt Disney had Donald say, it's not Hirohito. The cartoon character itself is based off of the Japanese military general, Tojo.

Also, as another thing against the "heil Hirohito" part... You gotta remember that people in the US were pretty ignorant against Asians. Many of them would have easily confused names.

That's because Hirohito was the emperor, but that doesn't mean the cartoon was based on him. You wouldn't hear him say "heil Tojo" since he was just a general. If you can find me a picture of Hirohito with round glasses and bucked teeth, you win the argument.
