Gerald is better for one good reason, he can actually get the right note and make it musical, unlike Harley. Also Gerald can act and he makes the phantom very real, at least more real than Harley.

Harley's singing talent aside, all those pauses make the Phantom sound like William Shatner doing a really bad Cockney accent...

Kind of cheesy, and I'm not that much of a fan of Steve Harley being the Phantom, but Sarah is still awesome.
